Public Safety
Who manages the endowment funds and what forms of contributions may be made?

The Chrostwaite Institute Board of Directors has oversight of the fund's investment portfolio and is assisted by appointed financial professionals. The long-term investment strategy for the fund will be to earn an annualized total return (net of fees and expenses) that will exceed inflation. The Institute is recognized by the Internal Revenue Service as a 501c(3) not-for-profit corporation. Tax deductible contributions may be made in any combination of cash, stocks, securities and property.

Thomas A. Klaum (ext. 13)
Chief Executive Officer
Mr. Klaum is serving his eleventh year as Executive Vice President of the Pennsylvania State Association of Boroughs and proudly dedicates his efforts as CEO of the Chrostwaite Institute. He presently oversees one of the largest local government associations in the Commonwealth with 910 municipal members serving a population of 2.5 million Pennsylvanians. Tom manages a $4.5 million annual budget and member royalty and sponsorship programs that exceed $1.2 million. Mr. Klaum has served more than 40 years in a career of public service and his primary focus has been local government. He is a graduate of the University of Pittsburgh receiving a Bachelor's degree in Sociology/Geography and also received a Master's degree in Public Administration from Shippensburg University. Mr. Klaum resides in Mechanicsburg Borough, Cumberland County, with his wife, Clare.

Christopher Cap, CAE (ext.43)
Chief Financial Officer
Chris presently serves as Deputy Executive Vice President of the Pennsylvania State Association of Boroughs (PSAB) and has actively worked to advance the mission of the Chrostwaite Institute since its inception. He oversees PSAB core departmental functions involving state/federal lobbying, municipal research, member/press communications and the operations of a statewide police/non-uniformed multi-employer pension trust fund. Prior to joining PSAB in 2001, he worked in wholesale/retail banking for eight years and had the honor of serving in the office of a US Congressional member in Washington. He earned a BA in Government and Politics from the University of Maryland and an MA from East Stroudsburg University in Political Science. Chris achieved the distinctive Certified Association Executive (CAE) credential from the American Society of Association Executives in 2009 and he continues to serve on numerous governing boards including the PA Public Employee Retirement Commission Advisory Committee and Pennsylvania One Call.

Jeffrey Heishman (ext. 16)
Director of Donor Relations
During his thirty-three year association management career, Mr. Heishman has been employed by four nonprofit and local government associations across the Commonwealth. With a Bachelor of Arts in Governmental Administration and a Master of Science in Public Administration, both from Shippensburg University, he has served as Executive Director of the Lower Dauphin Council of Governments, Assistant Director/Community Development Manager for the Steel Valley Council of Governments, Executive Director of the PA Association of Councils of Governments, Director of Education, Conferences Manager and Membership Coordinator for the PA Association of Nonprofit Homes for the Aging; and now is serving as Director of Membership and Programs and Deputy Executive Vice President of the PA State Association of Boroughs. Mr. Heishman is a member of the following professional organizations: the American Society of Association Executives, from whom he earned the Convention Management Certificate in 1990; the PA Society of Association Executives, the Association of PA Municipal Management, and the International Foundation of Employee Benefit Programs.

Ed J. Knittel (ext. 27)
Director of Education & Strategic Development
Ed presently serves as the Director of Events and Information Services for the Pennsylvania State Association of Boroughs and has worked with the Chrostwaite Institute since its inception. He served over 25 years as a municipal manager throughout Pennsylvania, including 11 years as Camp Hill Borough Manager. Ed worked as a municipal consultant for a number of municipalities and as an instructor for the PA Department of Community & Economic Development (DCED). He earned a Bachelor of Arts in Political Science/Economics, a Master of Arts in Public Affairs from Indiana University of Pennsylvania and served as President of the Government Finance Officers Association of Central Pennsylvania. He has also belonged to such organizations as the Association of Pennsylvania Municipal Managers, the International City/County Management Association and American Public Works Association.
